The rearrange part has changed to a vertical list format. The lower on the list the deeper the page. Press and hold on the hamburger stack and drag up to have it on the first page. You can also eliminate by hitting minus. This deducts it from the page but still keeps it listed at the bottom. Siri can open any app by saying launch “app name”.
